James A. Horning, O.D.

James A. Horning, O.D.


Dr. James Horning is a board certified optometric physician who has been in practice since 1982. He graduated Magna Cum Laude from Siena College and went on to the Pennsylvania College of Optometry. Following his academics he served in the United States Army as Head of Pediatric Services.

During his Career, Dr. Horning developed a strong interest in children’s vision following a rotation through the pediatric clinic at the Pennsylvania College of Optometry. He received additional training to work with vision therapy, autistic children and patients with traumatic brain injuries. Additionally, Dr Horning also works with patients in need of low vision devices.

Dr. Kaitlin Brown is a proud alumnus of Florida State University. She continued her education at Nova Southeastern University: College of Optometry, where she received an honors Doctor of Optometry degree and a Bachelor of Science in Vision Science. She is an inducted member of Beta Sigma Kappa and Gold Key International Optometric Honor Societies.

Throughout her training, Dr. Brown completed several rotations in Pediatrics and Vision Therapy and was a recipient of the College of Optometrist in Vision Development (COVD) Award of Excellence, which fostered a passion for providing full-scope Optometric care to children and their families. She is excited to serve her hometown community and provide a positive eye care experience for her patients.


Sierra Mattox, O.D.

Dr. Sierra Mattox is a proud Jacksonville FL resident, having grown up in the River City. She graduated with her bachelor degree from the University of North Florida in 2018 and then ventured off to Boston, MA where she graduated from the New England College of Optometry in 2022.

Dr. Mattox is a board certified optometrist who provides primary eye care and chronic eye disease management in addition to holding a particular passion for specialty contact lenses including scleral lenses.


Dr. Robert Orsillo, O.D.

Dr. Robert Orsillo is a Board-Certified Optometric Physician. He has been Optometrist since 1980 and developed a strong interest in Sports Vision and Pediatrics. He works with early eyecare intervention in infant and children.

Dr. Orsillo graduated from Middle Tennessee State University with a Bachelor of Science in Biology and Chemistry. He then continued on to Southern College of Optometry earning a Doctor of Optometry.

He served as an Optometrist in the Airborne Division from 1980-1982. In 1983–1985 he was the Chief of Optometry at Blanchfield Army Hospital. Being a native of Florida, he returned to Tallahassee. After COVID he sold his private practice in Tallahassee and moved to Palm Coast, Florida. Rowe Family Eyecare was fortunate that Dr. Orsillo has joined our staff.

While practicing in Tallahassee, Dr. Orsillo was on the Sports Staff at Florida State University as a vision consultant and conducted many clinics and research projects working with vision to improve sports performance.
He also worked at Tallahassee Memorial Hospital with Occupational and Physical Therapists in the evaluation and treatment of infants and children with Visual Developmental and Learning Disabilities in the Pediatric Rehabilitation Clinic.
